The National Pension Commission (PenCom) has announced the launch of a new digital platform designed to transform how pension contributors update their records, marking a major shift in Nigeria’s pension administration. The Data Recapture Self-Service Platform, known as PENCAP, went live on 1st February, 2026.
Developed in collaboration with Pension Fund Administrators (PFAs), PENCAP allows Retirement Savings Account (RSA) holders to recapture and update their personal data remotely, eliminating the long-standing requirement to physically visit PFA offices.
According to PenCom, the platform specifically targets RSA holders who joined the Contributory Pension Scheme (CPS) on or before 1 July 2019 and have yet to complete the mandatory data recapture exercise.
A senior PenCom official described the initiative as “a decisive step towards modernising pension administration and improving the experience of contributors,” adding that accurate data is “the backbone of efficient benefit processing and service delivery.”
The Data Recapture Exercise (DRE) was first introduced in August 2019 to address widespread data inconsistencies arising from legacy records, incomplete documentation, and multiple identity issues that have complicated verification and benefit payments.
The exercise also aligns with the Federal Government’s directive for data-generating agencies to harmonise their records with the National Identity Management Commission (NIMC), using the National Identification Number (NIN) as a unique identifier for all RSA holders.
To support this goal, PenCom previously deployed the Enhanced Contributor Registration System (ECRS), which integrates directly with the NIMC database.
However, progress has been slow, with many eligible contributors yet to recapture their data more than six years after the exercise began.
“Requiring contributors to visit PFA offices has not delivered the desired results,” the official said. “PENCAP removes that bottleneck by putting the process directly in the hands of RSA holders, wherever they may be.”
The self-service process is fully online and accessible via https://pensionrecap.pencom.gov.ng/ using a smartphone, computer, or any internet-enabled device with a camera.
Contributors are required to create a secure profile using a personal email address.
Users will complete an online Data Recapture Form, upload relevant supporting documents where necessary, and undergo biometric verification through live facial capture, along with a digital signature to authenticate the submission.
Once submitted, applications are reviewed by the contributor’s PFA within a defined processing period. RSA holders are kept informed through automated email notifications confirming receipt and communicating approval or rejection, including reasons where applicable.
PenCom said the transparency built into the system is deliberate. “Continuous communication and clear feedback are essential for trust and accountability in the pension system,” the Commission noted.
Completion of data recapture is not optional for affected RSA holders. Those who fail to comply will be unable to access critical pension services, including retirement benefit processing, mortgage equity withdrawals, temporary job loss benefits, and RSA transfers between PFAs.
PenCom emphasised that PENCAP supports its broader strategic objectives of innovation, efficiency, and transparency, while strengthening public confidence in the Contributory Pension Scheme through responsible digitalisation.
While the new platform prioritises convenience, PenCom clarified that contributors who prefer in-person services may still visit their PFA offices, stressing that PENCAP is designed to complement, not replace, existing service channels.
