The Digital Survey Plan Registry has been launched by the Oyo State Government as part of efforts to modernise land administration, improve transparency and strengthen confidence in land-related transactions across the state.
The Digital Land Survey Plan Registry (DLSPR), unveiled on Thursday at the Office of the Surveyor-General in Ibadan, is designed to digitise the registration, management, verification and spatial analysis of survey plans, providing easier access to land information for surveyors, investors, government agencies and the public.
State officials said the initiative represents a significant step towards improving efficiency in land administration while supporting economic development through better access to reliable land records.
Speaking at the launch, the Commissioner for Lands, Housing and Urban Development, Williams Akin-Funmilayo, said the platform would transform how survey plans are managed and verified in Oyo State.
Represented by the Surveyor-General, Adesoji Adeoye, the commissioner said the registry aligns with the state’s commitment to digital transformation and improved public service delivery.
According to him, the platform will provide faster, safer and more reliable services to licensed surveyors, land professionals, investors and government institutions.
He noted that digitising survey plans would reduce administrative bottlenecks, improve record accuracy and enhance public trust in the land administration system.
“The Digital Land Survey Plan Registry represents a major milestone in strengthening the integrity of land records, improving service delivery, reducing processing times and enhancing public confidence in Oyo State’s land administration system,” he said.
The commissioner added that the initiative would help create a more transparent framework for managing land information while reducing the risk of errors associated with manual record-keeping systems.
How the Digital Survey Plan Registry Benefits Investors
Efficient land administration is widely regarded as a key requirement for attracting investment into the property and infrastructure sectors.
Delays in obtaining land documentation and verifying survey records have historically posed challenges for developers, businesses and prospective investors.
The new Digital Survey Plan Registry is expected to simplify access to verified survey information, making it easier for stakeholders to conduct land-related transactions.
Industry observers say the availability of accurate and accessible land records can help reduce disputes, improve transaction certainty and support investment decisions.
The platform is also expected to strengthen urban planning and infrastructure development by providing government agencies with access to reliable geospatial information.
Improved access to land data could contribute to better decision-making in housing development, transportation planning and environmental management.
As part of the implementation process, the Oyo State Government has commenced the training of 40 personnel who will support the operation and management of the digital platform.
The training programme is intended to equip participants with the technical skills required for the effective deployment and maintenance of the registry.
According to Akin-Funmilayo, the initiative will ensure that the state has a skilled workforce capable of managing the system and delivering efficient services to users.
He disclosed that participants who successfully complete the programme will be offered temporary employment opportunities to support the rollout and operation of the platform.
The commissioner said the digital platform and training programme were sponsored through a Public-Private Partnership between the Oyo State Government and Private Networks Nigeria Limited.
The Digital Survey Plan Registry is also expected to support evidence-based planning and sustainable development across Oyo State.
By providing improved access to accurate geospatial data, the platform can help policymakers make informed decisions regarding infrastructure projects, urban expansion and land use management.
For Oyo State, the initiative could contribute to a more efficient property market, improved public confidence and a stronger investment climate.
